India and Sri Lanka are close allies and being the old civilization of people in the Asia. They co existed with each other throughout these years.Sri Lanka suffered a huge losses and set backs due to the civil war which lasted for decades. The fisherman in Sri Lanka weren't allowed to fish in open water which was there only source of livehood. These gave an upper hand to Indian fisherman.
On the other side in India the economy was facing financial depression in 1960s. The government was looking on various ways to rejuvenate and revive the economy. Thus in this desperation they focused on fishing. They promulgated fishing as a business of profits, provided subsidies to the fisherman. They equipped them with technology to able to catch more and more fishes which would increase their revenue.
They started using trawlers which are capable of catching and covering entire sea bed and catch fishes within its range. But the major downside was that the trawlers used to scath the seabed which depleted the sea life and deteriorated the prospect of catching more fishes in future.
As per HINDU mythology, Ram built a bridge of stones from Rameshwaram in Tamil Nadu to Sri lanka with the help of his followers.( Some say it to be monkeys, other say they were local tribals) that was the only link to Sri Lanka by road, till it got eroded and got seeped into the sea again.
On 1970 Indian and the Sri lankan government signed an agreement which divided the sea waters between two countries,

As soon as the civil war ended the government opened up the shores and gave the much needed freedom to fisherman to fish into open waters but it was to late. The Indians had dominated their territory.
Also the Indian boats were well equipped and highly advanced as compared to their Sri Lankan counterparts. To understand in lay man terms, 'One Indian boat was equal to it's ten Sri lankan counterparts'. This badly affected the morale and business of the fisherman community in Sri Lanka.

The Sri Lankan navy started patrolling the sea borders and any illegal attempts made by the Indian trawlers they were apprehended and jailed. The navy consficated their boats and their documents. They were released on bail but the boats seized why the government weren't released.
The navy had the open orders to shoot the Indian boats. On one such day a bullet went and hit a Indian fisherman and he succumbed to bullet injury. Major outrage emerged as neither of the government wasn't ready to take the responsibility of the incident.
Tamilians on Sri Lankan side are ready to cooperate with each other unless the Indians don't enter their territory.
The government of India hasn't taken any concrete steps to resolve the issue which is still on going up to this date.
